I have emailed Canon about the 100% processor saturation of this software when not doing anything - they claim to be unaware:
"Please be advised that up to now Canon has not received any information about a bug in the Canon Toolbox software."
And - instead of evaluating this problem on their own computers - could only suggest a reinstall:
"What we can suggest in order to fix the issue is to completely uninstall the Canon drivers and software and to reinstall them from http://software.canon-europe.com/products/0010012.asp."
Can I therefore suggest that ANYONE WHO HAS THIS VERSION (4.1.3.0) OF THE SOFTWARE CONTACT CANON SO THAT THEY DO "RECEIVE INFORMATION ABOUT A BUG IN THE CANON TOOLBOX SOFTWARE".
The bug is clearly easy to fix, as I have downloaded later versions of the software (ver 4.9 and ver 5.0), which look identical but do not saturate 100% processor. However these versions do not support the LiDE 80, which is what Canon MUST enable.

This is actually a review of version 4.1.3.0. Canon apparently can't even be bothered to update their VersionTracker entry.
Let's see. The installer is completely bizarre. It drops a bunch of other installers on your desktop and then launches Internet Explorer (gack!) with instructions on what to do next. Well, at least the instructions are clear and correct. Which is better than the CD that actually comes with the scanner.
The software itself has an awful interface. It looks like it was inspired by Windows XP, but is even less aesthetically pleasing. And the functionality is really bad. For example, if you zoom in it is far from obvious how to zoom back out again. If you are scanning negatives, selecting all the negatives is done with a button only accesible from the "advanced" ummmm.... is it a tab? They don't even use standard interface elements.
The software sucks up all of your CPU when it idle. (It actually goes down to 10% or so when you are scanning!) It also installs, without asking, a background application to handle the buttons on the front of the scanner. This app sucks a few percent of the CPU when the scanner is attached. When the scanner is not attached it sucks even MORE CPU and also places a complaint every second into your console log file, making the file useless and large. Finally, it fails to clean up its temporary files (and puts them in your preferences folder, of all places; hello? there's an entire folder in Mac OS X whose sole purpose is temporary files! In fact, there's one in Mac OS 9 too).
Now most manufacturer's scanner software is pretty bad. However most of Canon's scanners (mine is the 9900F) do not use TWAIN but instead some proprietary protocol so no one can write better software. Ugh. If you are considering getting a scanner, I would not recommend Canon. The scanners are very nice, but the software is just terrible. I've heard good things about Epson.
About the only good thing I can say (well, more a lack of a bad thing really) about the software is that it (usually) works and it doesn't seem to crash.
