I discovered that the smbtree command that Samba Message uses seems to be available in 10.3 only.

There's a freeware messenger program that works with Windows and OS X, but doesn't seem to be listed on VersionTracker: it's here, and seems to work perfectly:

The name is "IP Messenger" - don't confuse it with spam software that has similar names.

Lurid
The program that accepts these messages in PC's (WinPopup or something rather) is often disabled because of spams being sent through this method. If it doesn't work, the computer you are trying to send a message to must have removed or disabled the program.
