go to macupdate.com, the download there works well. on their website I found a newer version (1.1) as on VT, file size 4.3MB

The best thing to do is to create a Sounds folder in /Library (the main library) and put these files into it. This way they will be available for all the applications which can use system sounds, e.g. 3-2-1 timer, in addition to being available under System Preferences>Sound>Sound Effects.
