webmonitor.xhead allows you to monitor uptime or response time for a webserver by using a URL either HTTP or HTTPS protocol. You can also specify a specific page in the URL as well.

problems. Most significantly, it doesn't measure response time correctly: ping reports 58ms while webmonitor.xhead reports 453ms for the same server. Also, can't edit existing jobs. A few UI quirks too including widening the window which does not widen the reporting/display area. The app looks nice though, and is responsive.
