HtmlMap Maker is a web authoring utility allows you to create image maps without writing code. You can choose from three different shape methods for mapping those hard-to-reach spots. Image maps are saved as HTML documents and they can be pasted into existing HTML documents. It's Wysiwyg and easy to use.

MapSpinner ist the new name and it can be found <a href="http://www.optima-system.com/mapspinner/">here</a>.
Besides, the image maps can be managed and edited within Adobe GoLive. However, I have not yet discovered how to actually make them in GoLive 6.
