Disk Utility includes this functionality, click on the disk in question, and select the "First Aid" tab.

i'm running os x 10.2.4. disk utility stopped giving me the option to privilege deal with on my os x startup disk and if i don't need to use this and disk utility won't help then i guess i wait until the day it melts down. something resets my permissions on all my drives to keep me out and i can reset them in the get info box. but i can't get anything apple to address them and i have no clue even why i need permissions anyway.........

get Repair Privileges to run under OS 10.2.1, just use Disk Utility. Apple added the ability to repair permissions/privileges to the First Aid section.
