Moo has suffered a fate similar to XOptimize's, the app it copied: it's no longer available on Versiontracker, and not from many web pages that link to it--their links are dead. Don't know where to find it. However, other current utils like Cocktail, etc. do prebinding. XOptimize, if you were curious to take a look at it, I found buried at http://www.codefab.com/unsupported/, where for some reason it's referred to as both version 0.1 and 0.42. You'll find other web references to a 1.0 version, and even a 1.0.1 version--even Bill Bumgarner, its author, refers to a 1.0 version--but the last version was 0.1, as shown in its About window, and by doing a Get Info on it from the Finder.

I decided to write it was because I thought XOptimize was a little plain, so since you wern't interested in help on your app I decided to write my own (with of course with your permission I threw in the prebinding stuff). My goal was to give it a few more features and a more friendly interface. Sorry if you don't like it :(

copied the source, release notes, etc... but the license for Xoptimize was specifically chosen to allow for that. Came as a bit of a surprise that someone would grab it verbatum though -- I wrote Xoptimize in the first place as an example of interacting with the Authorization framework.

doesn't need to be run anymore with the release of 10.2. The main focus of this app (Xoptimize) prebinds files so the system can take less time to get info to open up your applications. To see more info check out the Xoptimize application here at versiontracker.
