it yet but a question..does " Built the plugin as a Mac OS X bundle to simplify installation." mean that we can remove the MRJplugin.jar, etc that previous versions used?

bandwidth limitation is not new nor is it unusual. Its always been there. They didn't really intend for their free webhosting to be used for such high traffic sites like the ones generated when someone posts a link to a site like versiontracker or slashdot. If you need serious web hosting for distributing software like this you shouldn't use iTools. I don't know why developers keep doing this when they are well aware of Apple's acceptable use policy. Developers could always put stuff in their Public folder on their iDisk and instruct people with the basic sense god gave someone who can read the instructions on Apple's webpage to mount it via webdav or AoIP and copy it from there. Either that or get real web hosting. I suggest going sourceforge for anything open source.
