download in IE or iCab, only Netscape. To make it download in iCab or IE, click on the download link, click on "I agree" (so it sets the cookie) then change the url to http://download.info.apple.com/private/URL_Access/URL_Access_2.3.smi.bin (that is, remove the extra / in the link) and it should work.
