Product Description:

PowerGlot is a tool for software localization on the Mac OS. It reads files, extracts text and presents it for translation, and then builds localized files. The program supports two-byte languages, PowerPlant resources, and more. It is scriptable, provides balloon help and also include an AppleGuide and full HTML manual.

Panther compatibility is included in PowerGlot 2.1 and up. Make sure you are always using the latest release!

Simply not usable. Is there any alternative? AppleGlot seems to be not very intuitive either.
