Rock Solid/plenty of features.

To each their own. I hate tabs. There may be a lot windows, however it's logically designed and you won't have every window open at once. But you can't deny ircle's extensive applescripting, support for older macs, and rock solid stablity in any of its builds. You can setup your own buttons and shortcuts for things such as getting DCC lists and sending packs, for instance. And you can also make your own shortcuts and stick them to a button if you want to save time. I wish haters would use it more than 5 minutes. Just because the GUI hasn't changed much in years doesn't make it outdated and unuseful for those who use it as a tool.

Ircle at all. There's teensy floating windows EVERYWHERE. The preferences fill up like 15 tabs or so in a large dialog with obscure settings and it still can't be made to work right. And there is NO manual and NO documentation. I paid for Ircle years ago, and the program still looks the same as it did then. Back then this barebones style was the norm for shareware but these days more is needed. I recently switched to Snak and it doesn't look like I'll be using Ircle any more.
I do agree that the UI needs to be revised. Maybe making it skinnable, so people can rebuild the interface in exactly the way they like. (Ok, I know that would be a HUGE undertaking for the developer. However, I think it would make ircle more attractive to new users.)
Still, it works. (For me, anyway.) So, I'll give it four stars, as there is room for improvement. Particularly beyond pure functionality.
