iCall Free VoIP allows you to make and receive phone calls over WiFi. You can make and receive calls even when don't have a cell signal. iCall Free VoIP features free USA and Canadian Calling, switch cell phone calls to VoIP, calls don't count towards your cell calling plan, cheap international rates, and no roaming charges.

great app and great concept but this company does not even respond to e-mails or their silly ticket system, they shut down their user forums presumably due to bad PR and they do not even have a phone number you can call them at. I have been trying to buy their total access plan and their app rejects my credit card. My credit card co says they never tried to process my payment. Seems like either the company is very badly managed or is in the process of dying.
